ارزش و هزینه کامل آب : مطالعه موردی سد علویان

چکیده

در فرایند توسعه اقتصادی کشورها که همراه با رشد فزاینده جمعیت و توسعه بخش کشاورزی می‌باشد، دسترسی به منابع آب مطمئن ضرورت می‌یابد. طرحهای تامین و انتقال آب از منظر مسایل اقتصادی و اجتماعی  از جمله ارزشها و هزینه‌های تامین و مصرف آب مهم تلقی می‌گردند. لذا این مقاله به مبانی نظری و مدل‌های عملیاتی برآورد هزینه و ارزش آب می‌پردازد. ارزشهای آب به بخشهای مستقیم و غیر مستقیم ناشی از مصرف آب، ارزشها و فواید اجتماعی و ارزش ذاتی و هزینه کامل آب نیز به بخشهای هزینه‌های تامین, پیامدهای اقتصادی و زیست محیطی تقسیم می‌شوند. نمونه منتخب مطالعاتی این تحقیق، سد علویان و شبکه پایاب آن در حوزه آبریز دریاچه ارومیه است. این سد دارای ظرفیت استحصال سالیانه برابر حجم 123 میلیون متر مکعب آب است که 101 میلیون متر مکعب آن از طریق شبکه آبیاری صوفی‌چای به بخش کشاورزی تخصیص یافته است. بر طبق محاسبات انجام شده هزینه کامل هر متر مکعب آب در پای سد و شبکه آبیاری به ترتیب برابر 92 و 182 ریال و بطور متوسط 174 ریال برآورد شده‌اند. از طرفی مجموع ارزش آب در مصارف مختلف بعلاوه ارزشهای اجتماعی اجرای طرح در شرایط ایده‌‌ال برابر 1622 ریال و ارزش ذاتی برابر 313 ریال برآورد گردیده است.

In the process of economic development of countries facing population growth and agricultural development, the availability of safe water is of great importance. It is also crucial to consider the social and economical concerns about water exploitation and conveyance. This paper provides an overview of the theoretical issues and operational models for estimating the value and cost of water. The value of water is divided into three major factors: value in use which could be direct or indirect, social benefits, and intrinsic value. The full cost of water is composed of three items: exploitation costs, economic externalities, and environmental externalities. Alavian Dam and its irrigation system is located in the LakeOrumiehBasin. The mean annual release from the dam is 123 million cubic meters, of which around 101 million cubic meters is diverted to the Soufichai irrigation network. According to the results, the full cost of water for the dam and the irrigation network would be 92 and 182 Rial/m3, respectively with an average of 174 Rial/m3. Besides, the sum of both factors of value in use and social value is estimated to be 1622 Rial/m3. Thus the intrinsic value is estimated to be 313 Rial/m3.
