عوامل مولد انسجام سیاستی جهت مقابله با بحران آب در ایران

چکیده

زمینه: سیاستگذاری به عنوان اولین مرحله از تصمیم گیری در مدیریت و حل مسائل، بر مبنای اصولی اساسی پایه ریزی شده است و عدم توجه به این اصول در تدوین سیاستها، می تواند اجرای برنامه های عملیاتی را به شدت تحت تاثیر قرار دهد. انسجام سیاستی یکی از مهمترین این اصول اساسی در سیاستگذاری درست و عملی محسوب می شود و امروزه در میان سیاستگذاران و متخصصین علم سیاستگذاری بسیار مورد توجه است. هدف: با توجه به مساله مهم بحران آب در ایران و اهمیت سیاستگذاری درست و عملی جهت مقابله با این بحران، در این پژوهش بر شناسایی عوامل مولد انسجام سیاستی در حوزه آب ایران و چگونگی روابط آنها تمرکز شده است. روش پژوهش: با توجه به ماهیت کیفی و اکتشافی این پژوهش، از روش "نظریه داده بنیاد" جهت شناسایی عوامل مولد انسجام سیاستی در حوزه صنعت آب ایران و روابط بین این عوامل استفاده گردید. یافته ها: براساس نمونه گیری نظری که در نظریه داده بنیاد انجام می شود، پس از 22 مصاحبه باز و عمیق که با متخصصین حوزه آب ایران انجام شد تکرار مفاهیم اتفاق افتاد و نمونه گیری به اشباع رسید. 231 مفهوم ، 69 مقوله فرعی ودر نهایت 8 مقوله اصلی استخراج شد نتایج : 8 مقوله اصلی استخراج شده، بعنوان عوامل مولد انسجام سیاستی در حوزه آب ایران معرفی شدند و پس از کدگذاری انتخابی، الگوی روابط بین این عوامل نیز ارائه گردید.

چکیده [English]

Background: Policy-making is the first step in decision-making in managing and solving issues, based on the fundamental principles that failure to pay attention to these principles in the formulation of policies can affect the implementation of operational programs severely. Policy coherence is considered as one of the most important basic principles in sound policy making and today it is highly regarded among policymakers and policy making experts. Objective: Regarding the important issue of the water crisis in Iran and the importance of sound policy making to deal with this crisis, this research focused on identifying policy coherence generators in Iran's water domain and how their relationships. Methodology: Due to the qualitative and exploratory nature of this research, the " Grounded Theory " method was used to identify the policy coherence generators in water domain in Iran and the relationship between these factors. Findings: As the Theoretical Sampling is carried out in the Grounded Theory, after 22 open and deep interviews with Iranian water experts, repetition of concepts occurred and sampling was saturated. 231 Concepts, 69 Sub-Categories and finally 8 Main Categories were extracted. Conclusion: Extracted 8 Main Categories were introduced as policy coherence generators in Iran's water domain and after the Selective Coding, a pattern of relationships between these factors was also presented.
