تخصیص بهینه آب بین شبکه‌های آبیاری حوضه زاینده‌رود با رویکرد اقتصادی و بررسی عملکرد توزیع آب داخل شبکه (مطالعه موردی: شبکه آبیاری رودشت شمالی)

چکیده

هدف اصلی از انجام این مطالعه، توسعه ساختار هیدرواکونومیک در حوضه زاینده‌رود به‌منظور تخصیص بهینه آب سد زاینده‌رود به شبکه‌های آبیاری پایاب این سد، در راستای حداکثرسازی منافع اقتصادی حاصل از فعالیت‌های کشاورزی است. برای تحقق این هدف، با تدوین مدل‌ اقتصادی برنامه‌ریزی ریاضی مثبت1 (PMP)، شبیه‌سازی فعالیت‌های‌ کشاورزی به تفکیک هر شبکه آبیاری انجام شد. با تلفیق مدل برنامه-ریزی تخصیص آب توسعه داده شده‌ی MODSIM حوضه با مدل اقتصادی، ساختار هیدرواکونومیک ساخته شده و بر اساس شرایط پایه سال آبی 94-1393 واسنجی و همگرایی مدل‌ها انجام گرفت. نتایج به‌کارگیری ساختار هیدرواکونومیک در مدیریت توزیع آب حاکی از تغییر محسوس در اولویت‌بندی تخصیص آب بوده به نحوی‌که شبکه‌های آبیاری نکوآباد و رودشت که به‌ترتیب اولویت‌های اول و پنجم تخصیص آب در شرایط معمول را دارند، پس از به‌کارگیری ساختار هیدرواکونومیک، اولویت‌های چهارم و دوم را به‌دست آوردند. در ادامه، پتانسیل سامانه بهره‌برداری موجود در شبکه آبیاری رودشت، به نمایندگی از سایر شبکه‌های آبیاری حوضه، به‌عنوان زیرساخت لازم جهت پیاده‌سازی تخصیص بهینه آب با رویکرد هیدرواکونومیک مورد بررسی قرار گرفت. نتایج مدل‌سازی سامانه بهره‌برداری موجود در شبکه‌ آبیاری رودشت، عملکرد متوسط و ضعیفی را به‌‌خصوص در بخش میانی و پایین‌دست جهت تخصیص بهینه آب با رویکرد اقتصادی نشان می‌دهد.

The primary objective of this study is to develop a hydro-economic framework in Zayandehrud River Basin to optimize allocation of water released from Zayandehrud dam to downstream irrigation districts, to maximize economic benefits from agricultural activities. To achieve this goal, the existing agricultural activities in each irrigation district were simulated by applying the Positive Mathematical Programming (PMP) economic model. By coupling the developed water allocation planning model of the basin (MODSIM) with the economic model, the hydro-economic framework was then generated. Calibration and convergence of the models were performed by using the base-year (2014-2015) data. Obtained results of employing the hydro-economic framework in the management of water delivery revealed significant changes in water-allocation priorities between the irrigation districts. For instance, allocation priorities of Neko-Abad and Rudasht Irrigation Districts were first and fifth under the current conditions, respectively, which have significantly changed to fourth and second after employing the developed hydro-economic framework. As a case study, the potential of existing operating system in North Rudasht Irrigation District, as a representative of other irrigation districts in the basin, was investigated to make an infrastructure for optimum water allocation by using the hydro-economic framework. Results of modeling the existing operating system of North Rudasht Irrigation District showed a fair and inadequate performance, especially in the middle and lower sections, in optimum water allocation with an economic approach.
