توسعه چارچوب بازار آب بین‌بخشی برای ارتقای بازدهی اقتصادی مصرف آب زیرزمینی

چکیده

در این مقاله یک چارچوب کارآمد برای تخصیص بهینه منابع آب زیرزمینی در محدوده فعالیت بازار آب محلی موجود در دشت اصفهان-برخوار ارائه می‌شود. در مرحله اول برای بهبود وضعیت هیدرولوژیکی آبخوان، مجوزهای برداشت مزارع فروشنده آب با استفاده از دو رویکرد بالا به ‌پایین و پایین ‌به ‌بالا کاهش داده می‌شود. رویکرد پایین ‌به ‌بالا به‌دلیل لحاظ‌نمودن مطلوبیت‌های مزارع از طریق ایجاد فرآیند چانه‌زنی بین آن‌ها، سیاست‌های قابل ‌پذیرش‌تری را پیشنهاد می‌دهد. مرحله دوم شامل مدل‌سازی فروش مجوزهای آب زیرزمینی از مزارع به صنایع مختلف با استفاده از روش برنامه‌ریزی ریاضی عدد صحیح مبادلات آب است. در این مدل، حجم مبادلات به‌گونه‌ای تعیین خواهد شد که سود کلی سامانه از طریق یافتن میزان بهینه تولید محصولات مختلف و حجم مصرف آب، حداکثر شود. نتایج برای سال زراعی 16-2015 نشان می‌دهد که مزارع با کاشت محصولات سودآور و فروش آب مازاد خود باعث افزایش تولید در بخش صنعت می‌شوند. با این حال مزارع هم‌چنان به‌دلیل کاهش مجوزها نسبت به شرایط اولیه خود دچار خسارت خواهند شد. بنابراین در مرحله سوم با استفاده از بازی‌ همکارانه شاپلی سود حاصل از مبادلات بین خریداران و فروشندگان آب به‌صورت عادلانه بازتخصیص می‌شود. به‌طوری که سود مزارع و واحدهای صنعتی به‌ترتیب 55 و 19 درصد نسبت به وضعیت موجود افزایش می‌یابد. بنابراین چارچوب پیشنهادی این قابلیت را دارد که علاوه بر تسهیل در اجرای سیاست کاهش مجوزهای آب زیرزمینی، بازدهی اقتصادی استفاده از این مجوزها را نیز بهبود دهد.

In this paper,, an efficient framework is presented for optimal allocation of groundwater resources at the activity area of local water market within the Isfahan-Borkhar plain. In the first step, to improve aquifer’s hydrological condition, farms’ groundwater permits are reduced using top-down and bottom-up approaches. The bottom-up approach proposes more acceptable strategies due to considering farms’ utilities trough creating a bargaining process among them. The second step involves modeling the sales of groundwater permits from farms to different industries using water exchanges integer mathematical programming method. In this model, exchange volume is determined in such a way as to maximize the system’s total profit by finding the optimal production amount of different products and the corresponding water consumption volume. The results for the farming year 2015-2016 show that farms increase the production amount in the industrial sector by planting profitable crops and selling their surplus water. However, farms still suffer losses due to reduced permits compared to their current status. Therefore, in the third step, the exchanges’ profits are fairly reallocated among water buyers and sellers using Shapley cooperative game. So that compared to the current status, the profits of farms and industry units increase by 55% and 19%, respectively. Therefore, the proposed framework is capable of to improve the economic efficiency of groundwater permits use, in addition to facilitating the implementation of the permits reduction policy.
