ارزیابی ارزش آبی-اقتصادی طرح انتقال آب از دریای عمان به استان خراسان رضوی در مقابل مدیریت تولیدات محصولات کشاورزی غیرراهبردی آن

چکیده
با تشدید بحران کم­ آبی در شرق کشور، پروژه انتقال آب از دریای عمان به طول 1342 کیلومتر و ظرفیت سالیانه 120 میلیون مترمکعب به شهر مشهد در دستور کار قرار گرفته است. این درحالی است، که سالیانه حجم قابل توجهی محصولات کشاورزی از این منطقه به سایر نقاط صادر می‌شود. این پژوهش به مقایسه طرح عمان از منظر حجم آب انتقالی، میزان مصرف برق و هزینه‌های تمام شده در مقابل میزان آب مجازی صادر شده از طریق محصولات کشاورزی، درآمد و انرژی مربوطه می‌پردازد. در این راستا، با توسعه چارچوبی که براساس گروه­بندی محصولات کشاورزی و ردپای آب صادراتی بود، این مهم دنبال شده است. با توجه به حجم بالای صادرات محصولات جالیزی به عنوان محصولات غیر راهبردی تمرکز تحقیق بر آن­ها قرار داده شد. نتایج نشان داد، که سالانه حدود 257 میلیون مترمکعب آب مجازی از این طریق صادر می‌شود؛ که بیش از 2 برابر آب انتقالی طرح عمان است. همچنین، با درنظر گرفتن قیمت­های پایه جهانی، میزان سود خالص ناشی از هر مترمکعب آب صادراتی و مصرف برق مربوطه به ترتیب برابر 55/0 دلار و 33/0 کیلووات­ساعت برآورد شد. این درحالی است که قیمت آب انتقالی و مصرف برق آن به ازای ­هر مترمکعب برابر 3/3 دلار و 27/33 کیلووات­ساعت است. ارزیابی‌های این تحقیق، بیش از آنکه بخواهد طرح خاصی را هدف قرار دهد، تأکید بر اتخاذ سیاست‌های نوآورانه‌تری در مدیریت آب درمقابل استمرار سیاست‌های سنتی با فن‌آوری‌های نوآورانه دارد، آن‌هم در شرایطی که قرار است رقمی حدود 6/8 میلیارد یورو بر آن سرمایه‌گذاری شود.

To face the severe water scarcity in eastern Iran, a 1342-km pipeline project has been proposed to transfer 120 MCM/year from the Oman Sea to the city of Mashhad. Meanwhile, the region's substantial agricultural exports represent significant virtual water outflows. This study employs a water footprint framework to compare the proposed pipeline's costs (water volume, energy use, and financial expenses) with virtual water flows from agricultural exports, focusing on cucurbit crops as water-intensive and non-strategic products. Our analysis reveales that the region exports 257 MCM/year of virtual water through these crops- more than double the pipeline's proposed capacity. Moreover, their trades provide 0.55$ net profit per m3 with only 0.33 kWh electricity consumption, compared to the pipeline′s 3.2/m³ cost and 27.3 kWh/m³ energy demand. These findings underscore the need to prioritize alternative water management given that an investment of about 6.8 billion euros has been planned for the above-mentioned project.
