حل مناقشه‏ ی شبکه‏ی آبیاری و زهکشی سفیدرود با استفاده از نظریه‏ی بازی‏ها

چکیده

در سال‏های اخیر پیامدهای اجتناب ناپذیر سیر صعودی تقاضا و همچنین کاهش ذخایر منابع طبیعی مختلف، به خصوص آب موجب افزایش مناقشات شده است. هدف از این پژوهش بررسی و ارائه‏ی راهکار برای حل مناقشه‏ی شبکه آبیاری و زهکشی سفیدرود با استفاده از نظریه‏ی بازی‏ها می‏باشد. برای مدل‌سازی و تحلیل مناقشه‏، از مدل گراف برای حل مناقشه GMCR)) استفاده گردیده است. پس از تعیین بازیگران (شرکت آب منطقه‏ای، سازمان جهاد کشاورزی، استانداری و کشاورزان منطقه) و گزینه‏های هر یک و وارد کردن آن‏ها به مدل، 64 حالت در این مناقشه ایجاد شد، که با استفاده از مفاهیم حل غیرهمکارانه و با توجه به اولویت‏بندی استراتژی‏ها توسط تصمیم‏گیرندگان، 4 وضعیت به منزله نقاط تعادل شناسایی شد. بعد از تحلیل نهایی نرم‏افزار در مورد قوی‏ترین نقاط تعادل، یکی از نقاط تعادل، وضع موجود و پایه است و نقطه تعادل دیگر وضعیتی است که کشاورزان آبیاری نوبتی را رعایت می‏کنند که وضعیت مطلوبی در آینده خواهد بود؛ لذا می‏بایست با آموزش کشاورزان و مشارکت دادن آنها در تصمیم‌گیری‌ها به عنوان یک بازیگر اصلی و با تشکیل تشکل آببران وضعیت مشارکت آنان را در مدیریت منابع آب منطقه بهبود بخشید، تا به پایداری وضعیت استفاده از منابع از مناقشه‏ها کاست.

چکیده [English]

In recent years the inevitable consequence of increasing demand and decreasing reserves of natural resources, especially water increased conflict. The purposeof this study is to analyze and to provide solutions for solving the conflict of the Sefidrud irrigation and drainage network. In this regard, the game theory was employed. For modeling and analysis of the conflict, Graph Model for Conflict Resolution (GMCR) were used.After determining players and options and inserting them into the model, 64 states were created in this conflict., It uses non-cooperative solution concepts with regard to prioritize strategies by decision-makers,4 situations were identified as equilibrium points. After the final analysis software of the strongest points of equilibrium, quo and the base status is one of the points equilibrium, the other the equilibrium point is situations that farmers take alternative irrigation tout that the favorable situation in the future;Therefore, you have to train farmers and Involving them in decisions as a primary player and the formation of water user associations to improve the condition of their participation in the management of water resources, To reduce the conflict using stability of the resources.
