راهکارهای حفاظت از منابع آب در بخش کشاورزی استان کرمانشاه

چکیده

آب به‌عنوان یکی از ضروری‌‌ترین عنصر توسعه بخش کشاورزی به شمار می‌رود که در دهه‌های اخیر دچار ناپایداری شده است، لذا پژوهش حاضر با هدف شناسایی راهکار‌های حفاظت از آب کشاورزی در استان کرمانشاه انجام‌شده است. روش تحقیق از لحاظ پارادایمیک از نوع کیفی با رویکرد اکتشافی است. همچنین با هدف دستیابی به توافق گروهی بین 25 نفر از خبرگان حوزه آب در سازمان‌های ذی‌ربط استان از رویکرد دلفی- فازی استفاده شد. نتایج نشان داد که راهکارهای حفاظت از آب در پنج دسته «مدیریتی»، «فنی»، «فرهنگی»، «زیرساختی» و «سیاست‌گذاری» قابل طبقه‌بندی است. با عنایت به اینکه اختلاف میانگین فازی‌زدایی شده نظر خبرگان در دو مرحله کمتر از 25/0 بود، همه راهکارهای شناسایی‌شده از اعتبار لازم برخوردار بودند. نتایج نشان داد که مهم‌ترین راهکار-های شناسایی شده به ترتیب مشتمل بر تغییر الگوی کشت، تجهیز مزارع به سیستم آبیاری نوین، فرهنگ‌سازی توسط رسانه‌ها و بازنگری قوانین و دستورالعمل‌های بخش آب می باشند. همچنین نتایج تحقیق نشان داد که تولیدات بخش کشاورزی به‌طور فراوانی تحت تأثیر وضعیت منابع آب و نیز سیاست‌گذاری‌های نهادهای متولی است. اگر با بحران آب مقابله نشود علاوه بر کاهش چشمگیر تولیدات بخش کشاورزی استان، منجر به کاهش درآمد روستائیان می‌شود خواهد شد. نتایج این تحقیق می تواند مورد استفاده برنامه-ریزان بخش آب و کشاورزی قرارگیرد.

چکیده [English]

The present study aims to identify and prioritize agricultural water protection Solutions in Kermanshah province with a Delphi-fuzzy. As a paradigm the research was qualitative and exploratory approach. The research was done approach in two rounds to reach a group agreement between 25 experts. The results showed that water conservation Solutions can be classified into four categories: "managerial", "technical", "cultural", "infrastructure" and "policy-making". In two rounds DE fuzzy variance was less than 0.25, so all identified strategies were valid.

The results also showed that the most important strategies in each of the strategies are the strategies of changing the cultivation pattern, equipping farms with a new irrigation system, creating a culture by the media and reviewing the rules and regulations of the water sector.
