بسترها و فرآیندهای لازم در سازمان رسمی آب وزارت نیرو به منظور سازگاری با تغییرات اقلیم

چکیده

سازگاری با تغییر اقلیم در سازمان‌های رسمی کشورها نیازمند اصلاحاتی فرایندی است که بخش آب نیز از آن مستثنی نمی‌باشد . مقاله حاضر با تأکید بر لزوم ارتقاء حکمرانی آب کشور، ارتقاء شایستگی دستگاه رسمی این بخش، توجه به فرایندهای بی‌پشیمانی و تأکید بر رویکردی پایین به بالا، تلاش نموده است در مرزی نزدیک به اختیارات سازمان رسمی آب، فرایندهایی را برای سازگاری آن با تغییر اقلیم احصاء نماید. مهمترین یافته‌های این تحقیق عبارتند از: 1) در تولید اسناد بالادستی، فرایندی که در آن سازمان رسمی آب کشور بتواند مشارکت مؤثری بر کنترل بارگذاری­های جدید برمنابع آب داشته باشد به چشم نمی­خورد؛ 2) لازم است پدیده «تغییر اقلیم» در وزارت نیرو همراه با واژگانی مانند «بهره‌­برداری پایدار» و «ظرفیت بُرد» به رسمیت شناخته شود؛ 3) بسترسازی برای فرایندهایی که موجب ارتقاء «یادگیری سازمانی» شود، بشدت ضرورت دارد؛ 4) نیاز است تا مبحث «حکمرانی آب» متناسب با شرایط کشور تعریف و بسترهای قانونی و نهادی برای مدیریت مشارکتی فراهم آید؛ 5) ریسک و عدم قطعیت، بخش غیرقابل‌اجتناب پدیده تغییر اقلیم است. در همین راستا، ایجاد فرایندهای لازم برای مدیریت در این شرایط مانند ظرفیت‌­سازی برای تصمیم­‌گیری استوار ضرورت دارد؛ 6) لازم است قبل از هرگونه تغییر ساختاری، مبانی نظری رویکردهایی مانند «مدیریت جامع منابع آب» و «مدیریت چرخه هیدرولوژیکی در مقیاس مزرعه و حوضه» در دستور کار قرار گیرد، 7) نهایتاً اینکه چنین سازگاری مستلزم ادبیات جدیدی در سازمان رسمی آب و شکل­‌گیری نوع جدیدی از جهان‌­بینی در سطوح تصمیم‌­گیری و سیاست­‌گذاری کشور است.

چکیده [English]

Adaptation to climate change in countries’ official organizations requires a set of process reforms in different sectors, including the water sector. Emphasizing on the need to improve the country's water governance, competence of the official water organization, and prioritizing no-regret measures as well as using a bottom-up approach; the present article aimed at identifying the processes required by the official water organization to adapt to climate change within a boundary close to its authority. The most important findings are: 1) in the development of macro-level documents there is no defined process with which the water sector controls new loads on water resources, 2) the climate change should be acknowledged in the Ministry of Energy and the legislations should be modified based on  new concepts such as "sustainable exploitation" and "carrying capacity", 3) the ground to promote "organizational learning" and "organizational flexibility" should be provided, 4) there is a need to define "water governance" in accordance to the country’s features and the legal and institutional frameworks for more cooperative management be provided, 5) risk and uncertainty are inevitable parts of climate change and it is essential to create the necessary processes for management and decision-making under these conditions (especially in coping extreme hydrological events), 6) beforemaking any changes in the structure of the organization, theoretical bases of some of the related key concepts like "integrated water resources management", “management of the hydrological cycle at farm and basin scales”, and “notational water accounting” are required to be defined and customized, and finally 7) such an adaptation requires new literature in the country's official water organization and the a new type of worldview at the decision-making and policy-making processes.
