حفاظت از منابع آب زیرزمینی: زنان به مثابه کنشگر (نیم نگاهی به گزارش سازمان ملل متحد)

چکیده

حفاظت از منابع آب زیرزمینی نقش مهمی در توسعه اقتصادی و اجتماعی جوامع دارد. طی چند دهه گذشته به علت بهره‌­برداری بیش از حد از منابع آب زیرزمینی، ذخائر این گنج پنهان با بحران مواجه شده است. به همین علت نگرش جامع­تری نیاز است تا از مشارکت همه ذی‌نفعان در مدیریت منابع آب استفاده شود. در این میان زنان نیز به واسطه حضور ­پررنگ­شان در تولید و کشاورزی نقش بسزایی در حفاظت از منابع آب زیرزمینی ایفا می­‌کنند و لازم است از ظرفیت آنان استفاده شود. این تحقیق به هدف بررسی نقش زنان به مثابه کنشگر در اسناد بالادستی ایران و به روش تحلیل محتوای کیفی با رویکرد تحلیل گفتمان انتقادی انجام شده است. با تحلیل محتوای کیفی گزارش سازمان ملل در خصوص نقش زنان در حفاظت از منابع آب زیرزمینی، اسناد بالادستی تحلیل شد و راهبردهای ایران در خصوص مدیریت منابع آب زیرزمینی و نقش زنان مورد مطالعه قرار گرفت. نوآوری پژوهش پیش رو در این است که برای اولین بار به نقش زنان در مدیریت منابع آب زیرزمینی در سیاست‌گذاری کشور پرداخته می­‌شود. یافته­‌های پژوهش نشان می‌­دهد با وجود تأکید سیاست‌گذاران بر مشارکت مردم، اشاره خاصی به کنشگری گروداران مختلف در مدیریت بحران آب نشده است و داده­‌هایی که دلالت بر اهمیت کنشگری زنان دارند به شدت اندک هستند و تدوین سیاست‌­های دقیق را با دشواری مواجه می‌­کنند.

Protection of groundwater resources plays an important role in the economic and social development of societies. Over the past few decades, due to overexploitation of groundwater resources, the reserves of this hidden treasure have faced a crisis. For this reason, a more comprehensive approach to water resources management is needed which use the participation of all beneficiaries in water resources management. Women play a significant role in the protection of groundwater resources due to their main contribution in production and agriculture and it is necessary to benefit from their capacities. This research was conducted with the aim of investigating the role of women as activists in Iran's upstream documents using the qualitative content analysis method. The research if innovative in this regard that for the first time, the role of women in the management of groundwater resources is addressed in the country's policy making. The findings of the research show that despite the emphasis of the policy makers on people's participation, there is no specific reference to the activism of different stakeholders in the water management and the data that indicate the importance of the role of women and their activism are extremely insignificant which hinders the policymakers to formulate rational policies. Therefore, it is necessary for the policy makers to adopt a more comprehensive perspective and use the capacity of all people while paying attention to the special geographical and climatic conditions in different regions of Iran.
